Windows Phone 8 Update 3 will start rolling in the coming weeks but if you want to check the upcoming update before the official release (and you are not a developer), simply register (for free) for the Windows Phone App Studio and then install the Preview for Developers app(also free) from the Windows Phone Marketplace.
