Google Rolls Out App Vending Machines; I Wonder Why

appvending 500x263 Google Rolls Out App Vending Machines; I Wonder Why
Google has just rolled out app vending machines in Japan... that's right app vending machines. This means that if you want an app all you have to do is find one of these machines, put your Android 4.0 device (with NFC) on the tray, wait for the Bluetooth pairing, choose an app from the huge touchscreen, and wait for the download. Simple right?

Plus it could be used in Jeopardy one day as an answer.
Me: "Alex I will take things that are pointless for $500"
Alex: "These huge touchscreen vending machines will download apps to your Android smartphone just like the Play Store on your device but with 5 extra steps"
Me: "What is Google Play Vending Machines?"
Alex: "Correct for $500 pick another category"
Seriously though what's the point here? I could see where this would be useful in countries with slow 2G internet service or places where WiFi doesn't exist but if you have an Android device with NFC and the 4.0 build of Android or higher you most likely have WiFi or 4G service.
Am I missing something here?
